Satellite Restriction Section 13.4 German Objectives, Sevastopol states "Axis Satellite units are no longer restricted to Romania and Hungary and the Italian 8th Army may appear as a reinforcement. If Sevastopol is recaptured by the Soviets, all Satellite units are immediately restricted and those outside their restricted areas are eliminated." PROBLEM: Beginning in June,1943 German satellite units (Romanian, Italian and Hungarian) are placed out-of-supply if they are located outside of their original restricted areas even if the German still retains control of Odessa and Sevastopol. The units lose one step per turn until they are either eliminated or returned to their restricted area. 2. Capture of Bucharest Section 13.5 Soviet Objectives, Romanian Surrender states "All
Romanian territory not in a German ZOC become Soviet controlled" upon
Russian capture of Bucharest. PROBLEM: Hex ownership does not change from German to Russian for those hexes not in a German ZOC. 3. Fortresses Section 4.3 Cities, Fortresses should read as follows:"Sevastopol and Leningrad are fortresses. Units defending fortresses have Triple Defense (D3) and Triple FirePower (TF). Fortresses provide automatic fortress supply to one defending unit allowing the fortress to survive indefinitely without a supply line. Also, one additional unitcan be supplied in Leningrad if the Soviets have rail supply to Lake Ladoga (hex 1604). Only the largest unit defending a fortress gets triple fire. Note that "Fortress" hexsides no longer exist. Combat is always mandatory for the Original Attacker when engaging an enemy fortress. 4. Additional Railway Junctions The map artwork should show railway juctions in hex 0608 northeast of Brest-Litovsk, hex 1106 two hexes southeast of Riga, and hex 1715 South of Tambov. 5. Victory Points in May 1942 The "W41" column on the Victory Points Display gives the Russian "inside information" by indicating the strength of the German HQ's. Also, Section 16.2 Winter 1941, Special Rules number 4 is not implemented in the calculation of the Victory Point total. 6. Turkey Section 4 The Map, 4.1 Features states "The portion of the southern edge containing Turkey is off-limits to both sides." PROBLEM: Russian units are allowed in hex 1125 southwest of Batumi. 7. Overstacked Hexes Ignore the line in Section 8.2 Stacking Limits that states "During the Supply Phase, excess units in an overstacked hex are unsupplied." The only ways to overstack a hex are HQ activation and repulse. In both cases overstacked units are eliminated (not unsupplied). 8. Sea-Truck Supply Section 11.3 Sea Supply states "A friendly port and all friendly rail lines emanating from the port, act as a Sea Supply Source" and "A unit is in Sea Supply if it can trace a two-hex path through friendly or disputed hexes to a Sea Supply Source." PROBLEM:In the example below the unit three hexes north of Kishinev is out of supply even though it is only two hexes from the sea supply source located at Kishinev North 1. Section 11.3 should read "A unit is in Sea Supply if it can trace a ONE-hex path to a Sea Supply Source".
9. Ventspils Section 4.4 lists Ventspils as a port on both the Baltic Sea and the Gulf of Riga. PROBLEM: Ventspils is treated inconsistently as a port on the Gulf of Riga. For purposes of ENTERING Ventspils via sea movement Ventspils is NOT a port on the Gulf of Riga. For purposes of LEAVING Ventspils via sea movement Ventspils IS a port on the Gulf of Riga.
