New rules and rule changes of the CEF tournaments (i.e.
challenger tournament, regional championship and world championship)
should come from the players themselves. This voting page shows you
which rules and changes have been proposed, by whom, when, why and the
names of the people voting for or against. If 3 months after posting a
proposal 60% of the votes are for a proposal it will be implemented as
soon as possible. Neccessary is a minimum of 5 votes for every 25
active players.

Proposal 10 - Eurasian Championship
Proposed by Dave Cox (29.01.05)
What & Why: The current European Championship includes players
from only the "European continent and from Australia/Japan". The
American Championship includes players from only the "american
continent". For some reason, these regional championships exclude
players from Asia (other than Japan), New Zealand, Africa, Polynesia
and other places outside of the European continent, Australia/Japan and
the "american continent". To allow players in those other places to
compete in a regional championships, simply just change the name of the
European Championship to "Eurasian Championship" and allow all players
in the Eastern Hemisphere to compete. Also allow all players in the
Western Hemisphere to compete in the American Championship.

Proposal 9 - Wild Cards for Asian players
Proposed by Zylin (23.01.05)
What & Why: The official American and European Championships
start every odd year (2003, 2005 a.s.o.) at 1st of Jan. The best 10
american players (means: all players from north- and south-america) in
the world ranking list will automatically qualify for the American
Championship. The remaining 6 qualifiers will be determined by taking
players with the highest average rating increase per match over their
last 10 matches at 31. Dec., 0.00 h MET. The same qualification rules
are valid for all european and australian players to qualify for the
European Championship.
If there are players from other regions whose average rating increase
per match are higher than the 6 qualifiers, they will replace the lower
ones and join one (and only) regional championships.
If there are at least 8 players from the South-East-Asia region, an
Asian Championship will be created.
To be qualified for any championship, a player has to finish at least
one match before the qualification season ends.
P.S. If there're 2 asia players whose APM are 80,70. The last two
qualifiers of America players are 60,50, and the last two of Europe are
100,90, then the 2 asia plays will replace the two American players and
join America championship. If there is one asia player whose APM is 30
lower then the lowest American and European player's, then he can not
join the regional tourment.

Proposal 8 - Alternating Regional and World Championships
Proposed by Helmbold (04.07.03)
What & Why: To have only one Championship per year, starting
every January. The next one to start would be the World Championship in
January 2004. After that the regional Championships (European &
American) in January 2005. This way it is prevented that two
Championships are played at the same time.

Proposal 5 - Minimum of 10 matches for qualifying to a
championship
Proposed by: Dorsman (20.01.03)
What & why: To get qualified for a regional or world tournament
a player should have played at least 10 matches. The reason for this
rule is that even after being ranked based on newcomer matches it takes
a couple of matches for a player to move to a realistic rating in the
list. Currently it would be possible to get ranked with a low rating
because you lost your newcomer matches and then you start winning 2 or
3 matches against players with a higher rating. Based on those 2-3
matches you would be qualified for a tournament. I think this is not
fair towards players that have improved themselves consistently over
the last 10 matches..

What & why: Same as proposal 2, but the challenger name the
scenario (to prevent endless discussions)

Proposal 7 - Minimum of 6 matches for qualifying to a
championship
Proposed by: Soletti (01.02.03)
What & why: For the qualification to a championship a player
should have played at least 6 matches during the qualification period.
The reasons are the same as proposal 5, only that in this way it is
easier for a newcomer to qualify and it obliges all the players
interested in the qualification to play on a regular basis, proving
their worth.

Proposal 1 - Reduced voluntary unranking penalty

What & why: To allow ranked players to voluntarily leave the
challenger tournament for an unspecified period of time at a more
reasonable penalty of 10%. Unvoluntary unranking, due to for example
slow play, still has a penalty of 25%.

What & why: To make it possible to play a scenario other than
the summer '41 scenario for the challenger tournament if both players
agree to do so. The victory conditions remain the same. This is not an
option for the regional and world championships.

Proposal 3 - Two challenger slots for high ranked players
Proposed by: Dellenbusch (29.11.02)
What & why: Players with a rank of Major or higher have two
challenger slots and one voluntary slot instead of one challenger slot
and two voluntary slots for players with a rank of Captain or lower.
This means that high ranked players have to accept challenges from two
players instead of one, preventing long waiting lists for high ranked
players. The reasoning is that high ranked players should prove their
competence on a regular basis, something not achieved when only one
player can challenge them at a time.

What & why: To make the complete process more flexible, all

player is only allowed to play three matches at the same time.
